Canada has proved incapable of providing security to Indian citizens and officials over the years. Although relations have been strained due to past disagreements, none have reached this level of open confrontation. In 1974 India shocked the world by detonating a nuclear device, which angered Canada, which accused India of extracting plutonium from a Canadian reactor as a gift intended only for peaceful use. “This relationship has been on a downward trend for many years, but now it has reached a low point,” Michael Kugelman of the Wilson Center, a US think tank, told the BBC.

Has India’s dispute with Canada become an international issue? 
Reactions of different countries also came to light on the dispute between Canada and India. The case involving Canada was described as a matter of concern by the Five Eyes countries (US, UK, Canada, Australia, and New Zealand). However, except Canada, other countries did not make any strong statement directly against India. India’s importance in the Indo-Pacific region plays an important role behind this. Everyone has said that the law should be followed and such extra-territorial killings are not right. Overall, there was a very controlled response from the Five Eyes countries.
Who has the power to declare a country a sponsor of terrorism?
Terrorism Sponsor Status A status that is imposed by the United States on certain countries for supporting acts of international terrorism. This designation can only be applied by the US Secretary of State. This situation involves legal, economic and diplomatic consequences. As noted on the US Department of State website, the three laws the Secretary of State designates as providing repeated support for acts of international terrorism are Section 6(j) of the Export Administration Act, Section 6(j) of the Arms Export Control 40 Act, and has been designated as per section 620A of the Foreign Assistance Act.
What effect does this have and who is included in this list now?
Once so designated, these countries face a number of restrictions, including restrictions on US foreign aid, restrictions on defense exports and sales, certain controls on the export of dual-use items, and miscellaneous financial and other sanctions. . Additionally, these countries lose immunity in US federal and state courts. This means that the country will no longer be immune from lawsuits brought in the US by US citizens, members of the US armed forces, and US government employees. Currently the US has placed four countries Cuba, Democratic People’s Republic of Korea (North Korea), Iran and Syria in this category.
What can India do?
At present India has no such system. However, this restriction may appear to be either economic or defence-related. New Delhi may impose economic sanctions on Canada, which could have a significant impact on Ottawa. India could cause significant damage to the Canadian economy, which already faces a trade imbalance in favor of India.
