According to a report in The Guardian, a US official said that he took the photograph before all the leaders arrived. That’s why many leaders were not actually seen there.

In the official picture of the G20 summit being held in Rio, Prime Minister Narendra Modi, Brazilian President Luiz Inacio Lula da Silva, Chinese President Xi Jinping, Turkish President Recep Tayyip Erdoğan and South African President Cyril Ramaphosa were seen in the front. Russian Foreign Minister Sergei Lavrov was seen in the queue. Russian President Vladimir Putin was conspicuously absent from the summit. US officials said President Biden had intended to be part of the photo, but it happened ahead of schedule.
